Please note the following dates for league meetings throughout the season. Start 7.45 at locations shown. Each club must be represented at each of these meetings:

Kernow Youth Football League MINUTES OF COMMITTEE MEETING HELD AT HOLMANS ON 30-07-09PRESENT Phil Bunt (chairman), Debbie Knowles (secretary), Pat Wilson, Mike Wilson, Mark Carney, Les Shaw, Craig Turner. APOLOGIES Kevin Knowles, Malcolm Moses.
The chairman address committee on how the proposed leagues were drawn up and we went through the appeals from Perranporth u10, Holmans Scorpions u11, Falmouth Utd Rangers u11, Truro Tigers u11, Newquay u12, Culdrose u13, Biscovey u14, Newquay u16, Falmouth Utd u16, Illogan u16.
It was explained to all managers present that all appeals would be discussed after they had all been heard separately, and all decision would be notified to each club concerned by email asap after the meeting from Debbie.
Helen Edwards represented Perranporth, to express concerns of having a weak side last year with coming 2nd to bottom in the Laliga League at u9, and having new players again this year and not wanting them to be disillusioned.
The chairman explained how the leagues were set out this year taking into account 8 new teams entering and also asked Helen how the u16s were progressing with numbers as last year Perranporth had withdrawn a team in that age group. She explained that they will have a new manager and she did not expect to have any problems this year. The committee agreed for her to have until the 10th August to let us know if she had any problems in this regard with the U16s.
Shaun Clinton & Rob Bowman represented Illogan U16s. Both gentlemen expressed concern about been put in the Barclay League even though they came 2nd to bottom of the Laliga League at u15, they both felt that their team deserved to play in the Laliga League again this year, as they did not want to play the other teams beating them with high scores which they said doesn’t do any good to any of the teams involved. Also as a club that has to pay for their pitches in advance, they also felt that if any of the teams withdrew from the Barclay League, they felt they would not get enough football.
U11s - Craig Turner (Falmouth Utd Rangers), Tony Watling & Steve Dawe (Holmans Scorpions) no one from Truro Tigers, Craig represented Falmouth to express concern for their Rangers side put in the Laliga League, who think after coming 4th in the Premier League at u10, they should stay in the Premier League again this year, as the club have entered 3 teams in this age group they thought they would get one in each league.
Tony & Steve from Holmans again expressed concern for their team who came 4th in the Seriea League at u10 and their other team Tigers came 2nd in the Premier League at u10. The chairman asked why the other team had withdrawn, the reply was that the manager and his son plus others were staying at u10 again this year. It was noted by the committee that the team had already signed 4 players from the higher team and that these 4 boys had scored a total of 30 goals last year and these players would make a difference to their team. Tony and Steve stated that the new players would not start their matches and they would rotate their squad each week.
As Truro Tigers were not represented the committee discussed the email sent. Truro want to move from the Premier League, to the Laliga League, as they feel that their team is good enough to play at the highest level, as they did win the Seriera League at u10.
Newquay u12 have sent in a request to be put back into the Alliance League due to having come 5th in the laliga league at u11, and they feel that they should stay in the top league.
Culdrose Merlins sent in a request to stay in the Alliance league, even though they came 2nd to bottom of the Alliance league at u12 after St Agnes have dropped out for this season, they all feel they had done enough to stay in the higher league.
Biscovey sent in a request to be put in the Barclay League, with it been their first year with this league.
Falmouth Utd u16 sent in a concern about the u16 spilt into 2 leagues, as they seem to think that Culdrose and Perranporth will with draw either before or during the season, and how will we as a committee deal with the leagues then.
Newquay u16 requested to add a second team to the league, stating that it was an error on the part of the club secretary who submitted the team details.
Appeal Results:
Perranporth u10 will stay in the middle league, as we have 8 new teams entered into the Seriea league taking all the places, and as Perranporth came 2nd to bottom last year in the Laliga League they have, in fact, been dropped to the Premier League this year.
U11 Falmouth Utd Rangers, Holmans Scorpions and Truro Tigers are all to stay in their present leagues, after a lengthy discussion that it could involve other clubs if we tried to move them now, it was felt that, with the evidence available, all teams involved could hold their own within each league. It was felt that, whilst this may be a disappointment to the teams concerned their views had been heard and the committee (with the exception of Craig who had an interest) had discussed them all individually at some length.
Newquay u12 will stay in the Barclay League as both leagues have 10 teams in each and to move Newquay would mean that another team would have to swap to keep the leagues even, and it was agreed that it would be unfair on another team. It was agreed that the rationale for placing Newquay in the Barclay League, whilst a disappointment to Newquay, was one which was fair and sustainable based on the way in which the leagues had been divided.
Culdrose u13 would stay in the Barclay league as 4 teams have been promoted from the Barclay league last year and relegated 2 from the Alliance league, and as Culdrose was the 2nd to bottom team from last year Alliance league, after St Agnes are not entering the u13s this year.
Biscovey u14 will stay in the Alliance league, due to the fact that they came 3rd in the East Cornwall top league last year, and it was felt that they would hold their own in the Alliance League this year.
Newquay u16 was allowed to enter their 2nd team into the Barclay league after the circumstances for them missing the deadline was considered.
Falmouth Utd u16 would be informed of the decision and it was hoped no one will pull out of either u16 leagues.
Illogan u16 would be allowed to move up to the Alliance League, as Newquay have come into the Barclay League and this allowed the Alliance league to be increased to 8 teams with Illogan being the most appropriate team to be promoted.
Any Other Business
Les reinforced the need for the league to be vigilant on any issues regarding players moving to other clubs where this might not be in the best interests of youth football.
Mike said he had heard back from the Sports Tours group, who were on the website last year, and they are not going to pay for last years advert, also that he was in talks with R&T Tours and they too were arguing about paying for their advert too.
The chairman said that both adverts were no longer on the website and that he could give evidence to Mike showing when they were there and when they were taken off too.
Mike also passed onto Debbie a list of those Clubs who had paid their Team registrations, only 9 so far, with 31st July been the deadline to pay, Debbie agreed to email all clubs reminding them of the payment deadline. Mike has also received the outstanding fine of £20 from Perranporth.
Debbie passed onto Mark the letter from Warren Parker with the Dates for the County Run Cups and Tesco Cups.
Les mentioned the early dates for their Reps Tournament Over seas, wishing to make sure that we hold the u12/u13 finals on the first Sunday in May.
The chairman read out a proposed letter which was drawn up with agreement from the East Cornwall League addressing the issue with clubs entering the same team/boys in both leagues, he agreed to edit the wording in the letter before he sends it out to all clubs.
He also read out a letter from Mike Thomas, a manager from Truro, regarding healthy eating, Phil has agreed to contact Mike asking him to attend a league meeting to address his issues with the other clubs if he wishes too.
Phil and Kevin attended a meeting at the CCFA regarding Safeguarding, Discipline and Communication between the CCFA and both the East Cornwall League and the Kernow Youth League.
Dawn Aberdeen will be our contact at the CCFA taking on all the admin for Barry Cudmore, she will be our first point of call regarding all issues, hopefully we will overcome any issues on and off the field by better communication, between us all, making sure a response is given to who ever makes the first call regarding anything, she will give us guidance with a timescale too.
As long as we record all evidence that we receive from whoever sends it in, and we communicate with the CCFA.
Also at the CCFA Mandy Kimmins mentioned that the CRB checks will soon be changing with the FA bringing in a new system where as they will be able to transfer them between different sports/occupations, but at present the numbers don’t mean a thing as the actual CRB record could disclose anything that we can not see, the club welfare officers need to actually check each of their own members records themselves, this will be addressed at our next League Meeting.
Debbie informed everyone that she would be on holiday at the next meeting 10th August.
It was also discussed whether or not to use Holmans as the league’s only location for future meetings. It was agreed to ask the floor for other member clubs if they would like to host future meetings.
